On the site "Cyberpsaltiri" there is a metered translation of the troparia from the Paraklitiki for Vespers by Fr Seraphim Dedes. Hopefully Holy Transfiguration Monastery will print the complete text someday, but until then this is the only metered translation available, that I know of.
Currently, the Cyberpsaltiri is not funtioning, but St. Gregory Palamas does sell the Paraklitiki in their online store.
I have also formatted a version of my own using their online texts as a basis, and correcting the text wherever the metered hymn doesn't follow very well. (If interested, e-mail njj@andrew.cmu.edu, although it is a work in progress).
