Dorotheos Hieromonachos, the scribe, is the disciple of Visarionos Hieromonachos. Visarionos was the disciple of Iosif, and also the exegete of all the cherouvika in ms Simonos Petra 180. The whole ms Simonos Petra 180 was written in Neamţ Monastery. In BAR ms.rom. 4402 f.300r, Dorotheos writes the same as in the fragment above, specifying Visarionos knew the old notations and also the new method. In both, he says Visarionos wrote this legetos cherouvikon "as was chanted by Elder Iosif". So it is about an oral tradition written down. This is why in most manuscripts (as is the case with Simonos Petra 180), this cherouvikon has no author, as Visarionos didn't claim authorship, but also didn't say it is an exegesis, like is the case with the other 8 cherouvika (which can be found also in the old notation in some mss).
