I asked, when, first time in history Tomos, as document asociated with autocefality, is used as it is today.
As I know, in the 7 big ecumenical councils, Tomos is not mentioned

Or, which is the first orthodox church, that was given tomos, and from who ?

The first autocefalon I think belongs to Cyprus by the 8th canon of the 3rd Oecoumenical Council (431).
The specific term «autocefalon» is first mentioned, concerning church administration, by the famous canonist Theodorus Valsamon (second half of 12th c.).
The term «tomos» associated with «autocefalon» is mentioned for first time - I think- concerning the Archbishop of Trnovo (Bulgaria) in 1222-1240 by Oecumenical Patriarch Germanus II: «τὸ αὐτοκέφαλον εἶναι ὁλόκληρον οὐκ ἐτομογράφησεν»*. The verb ἐτομογράφησεν derives ftom the noun τόμος, meaning written in tomos.
