Paraklesis Heirmoi

Are the heirmoi chanted in the Paraklesis Canon? If so, why? And if not, how come it seems to be such a universal practice?

Fr Constantine Papagiannis, in the music for the Paraklesis service in the appendix of the August volume of his Mousikon Minologion, provides a footnote to the following effect:

The Heirmoi of the Canon are not chanted during the Paraklesis service. We include them, however, because this Canon is chanted with the Heirmoi during Orthros for some celebrated saints.

Canon eirmoi are chanted only when their thematic content is of relevance to the celebration. Thus, the eirmoi for the feasts of the Theotokos and those of Christ (Despotic feasts) are included in the chant of the Canon.

For the Paraclesis, the thematic content of the eirmoi has nothing to do with the thematic content of the remainder of the Canon which revolves around the Theotokos.

Same situation for the Canons of the saints, with very few exceptions.
